Short answer

Preview can export an image as PDF. NotchPop also converts supported images to PDF locally, keeping the original. Its single-image converter creates one image per PDF page; batch shelf conversion produces separate outputs rather than promising a merged multipage document.

Decide whether you need one page or one document

A form may ask for one PDF containing a photo, or one document containing several pages in a precise order. Those requests need different finishing steps. Format conversion alone does not establish page order, combine several outputs or make a scanned picture searchable text.

For one image, Preview offers File → Export → PDF. Save a distinct result and open it before uploading. If your task requires combining pages or adding annotations, use the relevant PDF tools in Preview or another document editor after conversion.

Create a PDF through Files

  1. Select a readable JPEG, PNG, HEIC, TIFF or WebP in NotchPop's Files tool.
  2. Choose PDF under Save as.
  3. Keep the original dimensions unless you intentionally need a smaller image.
  4. Run the conversion and use Open to review the generated PDF.

The tool preserves the source and places the output on Shelf. If you convert several selected images through the shelf's bulk action, inspect the number of successful results and any skipped non-images. Do not assume that selecting three photographs creates one three-page PDF; plan a separate combining step when that is the requirement.

Review the page at a readable scale

Open the PDF at a size where small labels and document edges are visible. Check that the entire image appears and that its orientation makes sense. A screenshot that was unreadable before export remains unreadable in a PDF wrapper. If the recipient needs selectable text or specific page dimensions, check those requirements independently.

For a project handoff, name the finished document so it is distinguishable from its source image and intermediate conversions. Drop Shelf can stage the result while you switch windows, but the destination still controls upload type and size limits. Keep your original in its project folder and verify the actual uploaded document rather than only the shelf thumbnail.
